This is considered a "balanced" fertilizer because the percentages of the 3 major fertilizer elements are the same. Nitrogen, Phosphorus and Potassium are all 18%. Use this fertilizer at any time, but especially during times when you plants are not in most active growth.
Apply at the rate of 1 teaspoon/gallon of water, but remember that it is not a good idea to fertilize plants that have been allowed to become over dry.
